Electrician Job in La Marque, Texas

I just moved into a 5 bedroom house that is most definitely a fixer upper. There is no breaker box or fuse box in the house or outside of the house. All of the wires seem to be there (they have been cut and are hanging) but are not connected to anything. It does not look like any copper had been stripped. The outlets in the house and wiring look to be fine. I'm looking for someone who can check the wiring and hook up the breaker box and fuse box so that I can finally get my electricity turned on. I got a quote for $1900 and that is just unacceptable. Please help me.
